When one merchandise Production bid past TR created with question benignant 261 (GI to order) to destination 914 retention type

Why it  created TR to 914 ? Where PP-WM is progressive it should make for the 100 retention benignant  and question benignant 319 for Production proviso country bin?can idiosyncratic assistance maine (what is missing here)
