Scheduling agreement target quantity

Hi, 

Regarding the scheduling agreement(ME31L, ME32L, ME33L), determination is simply a people quantity. 

I was nether the content that the orders could not beryllium placed aft reaching the people quantity, but I've heard that orders tin inactive beryllium processed beyond this limit. In this case, I'd similar to recognize wherefore the people quantity needs to beryllium entered.  What is the relation of the people quantity?
