SAP IBP - No pop-up to enter reason code and comment despite Global Parameter ENFORCE_REASON_CODE

ENFORCE_REASON_CODE enforces the idiosyncratic to participate a crushed codification and/or remark erstwhile Saving Data. However, a prerequisite is that the SUPPRESS_RC_COMMENT is not acceptable to X.
