How to generate DMEE Source format CGI_CT_V9 for Italy

As per note 2784858 to update DMEE tree, I americium trying to upload the XML file PAYM_IT_CBI_XML_CT_00_04_01.xml

But I americium receiving beneath error 

Here we tried to make root format CGI_CT_V9 by copying CGI_XML_CT format but inactive its not moving and getting the sane error.

Some solution connected the taxable is overmuch appreciated.
