Change Documents in IW32

When i'm creating a External Operation successful IW32, each the steps are saved successful the Change Documents, but, successful immoderate steps, the TCODE file stays empty, erstwhile should amusement the Tcode. 

In IW32 (Extras -> Documents for Order -> CHANGES)

Any hint wherefore this could hap ?
