Change documents for standard networks (CN01/02) aren't created

Dear all,

as you tin successful the subject, we are wondering wherefore nary alteration documents are created erstwhile creating a modular web with CN01 oregon changing it with CN02. SCDO shows an introduction for PLAN but nevertheless CN61 stays empty. Any ideas wherever to look?
