Budget Error BP 603 during the WBS to WBS stock transfer

Getting mistake of fund unavailability from One WBS to different WBS , during the banal transfer.

Error Code BP-603

Sufficient fund is disposable successful some WBS , checked successful SLR_558 report, successful aforesaid year. Please help
