Upload Tax Rates -SAP S4 Public Cloud

We are trying to upload taxation rates and tried with 1 introduction arsenic follows. We followed the template but the upload fails.

We already entered this jurisdiction codification successful the system. 

All seems to beryllium bully from our end, but the record is not getting uploaded. It says that the taxation complaint is wrong. 

What is incorrect successful this record.
