PMR stuck in Queue without error

Hi All,
i person a problem  wherever one created the Production bid and acceptable the Production bid for WM Material staging. Later the PMR has to beryllium created successful EWM. The PMR papers is created but it is landed successful Queue. But the PMR Document has nary error. 
my question is wherefore the PMR is landed successful the Queue adjacent though determination is nary error? 
what changes has to done to enactment it without getting stuck successful Queue?
please usher maine to lick this issue.
