"Manage Workforce" app and "Scheduler Configutation" App

I m trying to setup the Workforce via "Manage Workforce" to support the Skill Matrix via "Manage Skill Matrix" but during the Setup of the workforce it is required to prime a outgo halfway to which the resource/Workcenter is assigned.

So, arsenic we are not having Successfactors oregon an SAP ME, what would beryllium the champion mode to synchronize the Cost halfway from S4 to DM.
