How to restrict the sales delivery with respect to serial number

I did prime inspection for 3 finished goods, 2 Accepted(posted to unrestricted use) and 1 rejected (posted to blocked stock).
Unrestricted Use - EKON001 & EKON002 (Serial numbers)
Blocked Stock - EKON003 (Serial numbers)
SD squad did the income transportation for 2 qty (Picked EKON001 & EKON003), Although the EKON003 - serial fig is blocked they tin capable to bash the delivery!
Then I checked the banal overview EKON002 comes nether the blocked stock, This leads to mistake of delivering defected worldly to customer.
How to restrict the income transportation with respect to serial number?
