Alternate resources (via WC classification)not creating multiple modes in PDS

Dear Experts, 

We are trying to make the anticipation to re-schedule accumulation orders connected alternate resources successful ePPDS via WC classification. Following are the steps done but the PDS bash not person aggregate modes for each alternate WC. 

1. WCs are classified via a 019 classification 

2. All WCs are CIF'ed 

3. BoM, Routing (Standard WC), PV created and CIF'ed 

4. Only 1 mode is disposable successful the PDS. 

We looked astatine the validity dates of the characteristic, classification, routings etc. and inactive cannot place the root-cause.
